I got aa ticket in Newark, NJ got was talking cell phone, my license plate EBF IS-1935, The Cop putEBH-1935, can i get out of this ticket?

My fathers a Newark police officer and he said since it's a moving violation, it wont matter if the number is incorrect, theres no way to fight it. It goes to the person who signed the ticket. If it was a parking ticket with the wrong license plate number, then you could easily get away with it.
