the only way to bypass the governer is to remove it. so you'll want to get a new cpu. can't think of the company I want to name that has them, but if you do a google search you should be able to find some.
other things that will make your car faster
taking weight out of it will make it accelerate faster
everything else to increase speed would be some type of engine mod. like a new exhaust system.
