
We Have the alpha omega elite carseat and one daughter is going to Be using it as a boost so I removed The harness and base .. The Other Need It "still have a forward facings With The harness. However, if It Is Facing Forward Do We Still Use The base?

Hi - You do not need the base for the carseat to be used with the harness. In fact, most times, I rip the thing off first thing because you generally get a much better install with the base off. Just make sure you pull the forward facing leg down so it's not in rear facing mode.
Also - a bit OT, but check to make sure you're not using that top headrest position in harness mode... (if it's a 40lb rated harness... if its the new 50lb rated harness, you're ok using it). That top position for the head rest is only for booster mode and it is not a reinforced harness slot. That being said, you're going to have to move the head rest up and down for each child depending on who is using it... top position for booster, second from top for harness (you want the harness at or above their shoulders).
